Amazon, Microsoft Back Legislation to Restrict Nvidia’s AI Chip Exports to China
Amazon and Microsoft have thrown their weight behind the GAIN AI Act, a legislative proposal aimed at curbing Nvidia's and other chipmakers' ability to export advanced AI chips to China and other markets until U.S. domestic demand is satisfied. The move underscores the intensifying competition for AI hardware in an era where computational power dictates technological supremacy.
Introduced in the U.S. House of Representatives on October 31, 2025, the Guaranteeing Access and Innovation for National Artificial Intelligence Act seeks to prioritize American security and economic interests. Senator Jim Banks (R-IN) framed the bill as a safeguard against the transfer of critical technology to foreign adversaries, particularly China, which could weaponize AI advancements for military applications.
Anthropic, a rising AI startup, joins Microsoft in publicly endorsing the measure, while Amazon's cloud division has privately signaled support. The bipartisan appeal of the legislation is evident, with Senate Minority Leader Chuck Schumer (D-NY) championing it as a bulwark against future chip shortages and a catalyst for U.S. leadership in AI.
